Jeff Foerste
President
Jeff Foerste started as the Roadway Division Manager in 2007 and was promoted to President of American Civil Constructors West Coast in 2009. He has led the company through the 2009 recession, restructuring the company’s scope of work focus by steering away from Marine Construction and Full Bridge Construction and focusing on bridge rehabilitation and repairs and specialty pavement overlays. In 2013 Jeff initiated a plan to grow our niche market share from only Western States where we traditionally performed work, to encompass projects in almost all 50 states.
Cliff Barber
Vice President
Cliff Barber joined American Civil Constructors West Coast in 2008 as an experienced project manager. From there, Cliff moved up to become the Operations Manager for the entire company, ultimately becoming our Vice President and Operations Manager in 2009. He has led various key initiatives and implemented new market strategies to continue ACC West Coast’s growth plan. Cliff continues to be an integral part of ACC West Coast’s success in the role of Vice President today.
Doug Silverwood
Operations Manager
Doug Silverwood started out as a Project Manager at American Civil Constructors West Coast in 2005. Since that time he has been instrumental in the successful management of projects performed all around the country. Promoted to Area Manager in 2018, Doug oversaw our new East Coast facility where we manage all projects performed on the Eastern Seaboard. Doug has been promoted to the role of Operations Manager where he leads all of our construction projects and crews nationwide.
Steve Cochran
Director of Engineering
Steve Cochran joined the ACC West Coast team in 2021 as our Director of Engineering. Steve brings with him well over 20 years of heavy civil construction experience managing large-scale multi-year infrastructure projects. At ACC, Steve’s role is to oversee the growth and development of our engineering staff and construction projects.
